Duramax CP3

Duramax CP3
I think My CP3 injection pump is not working correctly. I have been getting the dreaded code p0093 only when I tow. Seems to happen when I'm driving over 60mph and/or pulling a trailer up a large long hill, I could never tow through the mountains. I've no smoke from the truck, starts right up. Injectors were replaced by the dealer at 185K, currenlty has 230K miles. No fuel in my oil. I replaced my FPR and shimmed the FPRV. After I replaced these items, the truck ran much better, but I still got the code 0093
I hooked up my stealth 2 programer and watched what my fuel pressures were doing. I have two values which I beleive are the rail pressures becasue I see pressures from 300psi up to 9000psi. One value is Fuel Des and the other is Fuel Act. At 60 mph, the pressures are aprox 3000 on a flat freeway. Up a hill my Fuel Des is reading 1800psi while the Fuel Act is almost 9300psi. I think this off set of pressures is when I get the code 0093. Not sure but I don't think there is anything else this problem could be.
I also replaced my fuel filter and the two lines going to the CP3 unit.
Looking for a price for a CP3 unit and maybe a little direction on how to better diagnose this problem.
Thank you!

I forgot, it's a 2001 chevy silverado 6.6 duramax crew cab.
Thanks.
