Sad Hydro lock?

I got water in my fuel and added two cans of sea foam trying to fix the problem. also replaced a bad altinator and still need at least one battery. but the other day after 2nd can of sea foam my truck white smokes and proceeds to strand me on the side of an on ramp. cranking having almost killed my batterys at this point I spay a little starter fluid in the intake knowing I only have about one crank left now it wont turn over at all. could I have possibly hydrolocked the motor. its a ford f250 turbo diesel 1999

Try barring the engine over. If you can't you found your answer.

so I figured out my starter was weak and replaced it, not before taking out all glow plugs and cranking over then put back together, still with old starter. when reassembled, again, wouldn't turn over. that brought me to the starter being bad and replacement. with new starter cranks great but wont start

Bad fuel what about fuel filter did you change it since you got water in the fuel or maybe the water in fuel sensor. Does it have any check engine light are you getting any rpms when cranking?

Don't try and start your truck with one battery you will burn out your starter it needs both batteries for the amperage is far is it not starting check to make sure that you have fuel you may have a clogged fuel filter in the tank you may have a water sensor that shut the engine down make sure that you drain your fuel bowl and make sure there is fuel in it
