After searching many hours I finally came up with a aftermarket Airbox that bolts directly in to my early 99 7.3 Some Interesting facts to share:

Volant box utilizes both the fender air intake (early 99) and the (99.5) front air intake(I order the factory 99.5 snorkel and it snaps in to the front of the Volant box)
Comes with battery box
Will bolt in to early or late 99
Filter is made for Volant by Donaldson (%99.97 filtration)

Priced right at $245 to my door

 

so you basically bought a fancy stock air box?

 

My original airbox only had the fender intake. Now I have fender and front on the aftermarket. The turbo whistles now which most people like but I find annoying? I did pick up 1MPG.

 

it wears on ya just give it some time or turn up your radio. the whistle is just part of owning a diesel with a turbo on it

 

well. it's a lot cheaper for the 6637 intake. still looks good. but to each their own.
