Default Code P0299

2005 F250 crew cab 4x4 6.0 89,675 miles no mods. I stoped at a stop sign and then when I tried to go again the truck would not, all it did was stay at idle. Put it in neutral and it slowly advanced RPM untill around 15 to 1800 RPM and then ran up to 2700. Let off the throttle and put it back in gear and it still would not go. When I pushed on the pedal the engine would spool up to just below 800 rpms and the go right back to 760rpms. Had to put it back in neutral and rev it to 1500 and then put it in drive to get it to drive down the road. As long as I am above 1200 rpm it seems to work fine but any lower it does the whole no go thing. The code P0299 is turbo under boost but calls out 4 different things it could be. 1. Faulty EP sensor 2.VGT control valve slow to respond 3.stuck VGT valve and 4. Faulty PCM. So where would be the best place to start. Feel free to ask specific questions and I will do my best to answer but if I don't respond tonight please give me about a week since I have to go have 3 discs removed from my neck tomorrow morning. Just great timming for this to happen really.
