Default Softly Surging Under Accelleration

Hey,
I gotta 04 F250 Sd 6.0 Turbo Diesel and under part throttle and wide open acceleration it seems to surge a little like the egr valve is opening and closing in waves. That may not be what is happining but it is all I can think of. Maybe its a waste gate opening and closing, but it kinda seems like it is hunting for a proper position for ideal combustion or clean air. It runs normal at steady speeds. There probably is not a broken or worn out part causing this, it could be half normal.

Any Thoughts?

O yea, I just put a high pressure oil pump on it with 2 other sensor/regulators whatever they are. One on the valve cover and one on the side of the pump in the valley.

so its got a new hpop and icp and ipr. The turbo isnt wastegated but you might be having probs the variable vanes in the turbo sticking.

You know I had my fingers all over that turbo when I put the HPOP on it, I was turning the turbo, feeling if it is smooth and not sticking and I didn't see any part of any variable vanes. Do these vanes change pitch somehow? I hate to seem ignorant, but I guess I am. I did notice that they seemed to be double finned. Now that it is installed and I am not looking at it, How could you clean it? Carb cleaner or brake cleaner? I did WD 40 it a lot to get the dirt off the intake side.

you have to seperate the exhaust housing from the turbo and clean the vanes and unison ring inside the housing
