It deals with pressure hence the spring load effect, and obviously it works in metering the oil input/output through weight or pressure applied to the button. As weight/pressure of the oil compresses the spring down is where the actual metering takes affect. If the button or valve (whatever it is called) is stuck down would block oil input. That would send a signal for a "no start" condition to the PCM. I'm probably way off base with my logic, but it sure seems that is the reason for that "spring loaded button/valve", or it's only there to **** me off.

Well so far from some research I did I found that on the 05 models it is common for the fuel stand pipes to go bad along with a quick connector on the hoop. Apparently now there is updated stand pipes with check valves in them and a newly revised kit for the quick connect fittings. After I get those parts installed I will reply back with news if I get the truck running.

Do you have AutoEnginuity? Running rough could be injectors not receiving prime yet. If you have something to monitor the engine while it is running will pretty much tell you where to look. Can you be a little more descriptive as to running rough? If you give it a little throttle what does it do? Are you certain all your pushrods and rocker arms were properly seated on installation? Kinda of chasing a ghost here right now...
