Default Hard Cold Start

have a 04 6.0 early engine, 161,000 miles, new fuel and oil filters, 15w40 oil, temp's in the 20's. start good with heater hooked up over nite. but then won't run godd until has ran for a few minutes, have done ficm resolder with readings of key at 36v, buzz at 48v, run at 47.4 volts with the pcm power on. old readings were key on 20v, buzz 48v, and run 33v, all this when engine was cold. without heater have to cycle key 6-7 times to start and no power and misses for the first 3 miles. has new injectors in 2,4,6,8. number 8 was replaced about 4, 000 miles ago for the second time, which ran about 4,000 miles. I would like to know the best way of checking th glow plugs and pcm.
