I use to have an 03 f250 powerstroke with the same problem it turned out to be a bad gasket in the fuel filter on the fram and it was sucking air to the point where i wouldnt start/run i hope this will help

If it isn't the filter it could be the ICP Sensor. A Powerstroke needs to see 500PSI at the high pressure oil rail to start. Could also be a crank postion sensor.

Try bleeding air, it might have sucked air if any seals are bad?
