Default 0 ICP on 2006

Let me start by saying I have used the forums many times to double check my thought process when dealing with 6.0 but, the posts that I have found that are close to what I am dealing with never posted the final solution/outcome.

Have a customer that brought in a 2006 F350 with a crank no start issue. The truck died out of nowhere while driving down the road. No sign of long or hard cranks or loss of power. Just boom died and won't start.

Truck has 122k and this is the original owner, completely stock and the customer is a regular so I know he isn't hard on his vehicles. First thing done was pull the codes and found a p2285 and p2291. Cleared codes and unplugged the ICP which had no oil in the plug. Truck still would not start. Truck set a couple days before I had room for it so here is where I am at now. I don't want to just jump straight to the hpop but, I feel as though I have ruled everything else out. I personally am 7.3 owner but do work on 6.0, the 3 or 4 that I see a year with major issues. This is a first 0 ICP on an 06 so want to make sure I am not over looking something that will cost the customer unnecessary money.

FICM is at 47.5-48
ICP is at 0psi
ICP desired was 1490-1500
IPR is going from 15 to 84 as soon and it cranks over

Oil pressure gauge ins't moving during cranking but, the oil filter housing is filling to the cap threads in about 6-7 seconds so I feel like Lpop isn't the issue. IPR screen wasn't cracked or damaged/stopped up in any way. Popped the screen off and it feels to be moving as it should. ICP is reading with in a few psi of shop air when applied thru the IPR port. Hpop system is air tight, can't hear any leaks and per the gauge it isn't leaking down. out of curiosity and just plain being at a loss I pulled the ICP and plugged the IPR port. While cranking absolutely no oil out of the open ICP port, don't even feel any air pressure being forced from the hole. I was a little concerned about just throwing parts at the truck, specifically an IPR so I put the original IPR back in and put air to the system via the ICP port and then attempted to command the IPR closed. Using my super advanced diagnostic heater hose(in the driver side valve cover) I was not able to hear any change is air flow while commanding the IPR. I then bench tested the original IPR against a new one, both seemed to do the exact same thing. I wouldn't say it was a noticeable "click" on either but they did make the same noise. So after having lost most of a day on it(Friday) I made the choice to try the new IPR. Still getting 0 ICP and even removed the ICP to attempt to help purge air the the hpop system, still no oil from the open port or air of any kind.

So after thinking about it this weekend, what are the odds of 2 bad IPR's?
I know hpop failure on later 6.0 is not very common(I have not seen one) but, based on what has been checked is that the next logical thing to go after?

I have not put air to the ICP port and commanded the new IPR yet, going to get to that at some point today I hope. Any ideas on what I am over looking/thinking will be greatly appreciated! Anyone else think its a long shot for the hpop to have failed without warning?

I promise to post the end solution once I find it, nothing more aggravating then reading through post after post thinking heck yeah same thing I'm dealing then BAM! No end of post update hahahaha.
