ficm only?

ficm only?
04 no mods. New to diesel. All dash lights come on key on truck off then go away except - engine, battery, check gauges. Then start truck and they all go away. Is that normal? Also, how quickly should my truck start? I would say it takes almost 2 seconds of key turning to start the truck when it is not hot. Finally, I am having some problems and I am hoping they are all ficm related. Truck runs like crap for about 15 or 20 seconds first crank of the day, then runs great. Also, the throttle has started to drop out. Seems like it usually happens when I am letting off of the gas. Driving along and suddenly gas peddle has zero response. Truck does not die, in fact runs fine and will idle down the road. Put it in neutral or park and back to drive and nothing. Turn truck off and restart and problem solved. While the problem is happening I get a light that looks like a gas station pump. Just charged the batteries and it happened again. Took truck to auto parts house and tested the batteries, they looked great. Made them load test batteries, and they said they were good. About to go out now and test ficm voltage. Could all of this be related to a bad ficm?

Kept researching and found out exhaust sensor can cause a dead pedal. Went looking under hood and found the wires to the harness have been repaired. Although it is still taped up right now the repair looks $hittty. Still waiting for the truck to cool down to check ficm.

okay, checked ficm voltage this morning. Got 48 volts through the entire test. Have not pulled tape of harness repair yet. Disconnected harness from sensor and the truck ran. Drove it around the block. The pedal issue is only intermittent, and it didn't happen this morning with the harness disconnected. Should the truck run with the harness disconnected?

pulled harness apart. Looks fine, just bad tape job. Changing fuel filters and air filter next.
