Default severe loss of power , low throttle responce

Hi and thank you in advance, I have a 05 f550 stock dump with l pack , 23 bad injectors due to a delaminating fuel tank , new tank as of 3 years ago new turbo , ipr,computer,all new filters, map sensor + tube , anyway I was plowing snow last week and after maybe 15 hours I noticed the truck was slugish the next day when I started it I had a water in fuel light , I put diesel 911 and was liw on fuel so I drove around aimlessly burning up the remaing fuel then put a small amount like 5 gal. With diesel anti gel, next 6 days 10 degrees out and no start after block heater pluged in for two hours ect. I completely clean out the tank and did find like 30 little ice beebees , blew out the fuel lines, took apart the fuel pump cleaned it up new fiters and greased the seals and seated the caps still no start , a freind said pull the icp and crank it , does it shoot out oil or just uze , it just uzed so I put the icp back on figured hpop or leak somewhere but I tried to start it again yhen after six days of cranking and tinkering it fired up and now im back where I started low responce and really really slugish mmmmmmmm injectors?
