Default Overhead computer problem

2003 f350 lariat

I looked on the forum and it said the resistors would be loose so I took it apart and checked it out and they were so I sent it into the guy on eBay and he fixed it. I got it back and still nothing. Key on,truck on, headlights on, no combo of button pushing gets it to turn on.

So I grab my test light and go to the female harness in the truck where this thing plugs into and check every wire I never get power on anything and I definitely have a good ground and my light is working it lights up fine soon as I stick in the cig lighter. Also I tested it of course with they key to on, headlights on and with the truck and lights on.

Am I missing something here? I look in the manual at the fuses and there's nothing that I can see that would be this thing. I've looked on here, googled, and other forums and always come up with the resistor deal.

Anyone? No obvious shorts in the wires leading to the female harness at least at the visible parts.
