Ok the bad it starts after a a longer crank and idles ok but smokes heavy grey smoke, smells like fuel, burns your eyes even when warmed up at any rpm. Has low power can only get about 40 MPH. Almost acts like it has a plugged converter and sounds like it. I cannot rev it up past about 3000 RPM.

It had/ has oil in the coolant, milky valve covers and the head gaskets were good and egr cooler was removed prior to this. It has some blow by or steam coming from the oil dip stick tube (its broken). I found the ICP sensor with oil in the connector so I will replace that and the connector.

P2285 I disconnected the ICP due to oil in it.

 

Sounds like a multitude of issues, but if you've got oil and coolant mixing it means the oil cooler is ruptured.

Most of the diesels I've seen have some sort of blow by at idle/first start, they're not quite warm enough yet to really seal well.

The ICP and pig tail could definitely be causing your issues though, replace those, rebuild oil cooler, coolant flush, replace all radiator hoses (anything rubber must be changed after it's had oil in it) and try again.
