Was it running before you changed the filter? If it was you probably have air trapped in the system. There is a bleed screw near where the fuel line bolts to the head above the filter mount. You should be able to get fuel out there when pumping the primer. You can also loosen the fuel line at the IP and make sure you are getting fuel there. If it wasn't running before it might be the fuel solenoid or maybe even the injection pump.

Sounds like a bad lift pump then. These engines will run with a bad lift pump because the IP has a gear pump in it and can suck fuel from the tank on its own but it is a bear to bleed and start after a filter change. If you got it started you wouldn't know the fuel pump was bad.

Before I went and replaced the lift pump - I would check the fuel pressure and change the rubber fuel lines.

Yessir. There might be a significant hole in the fuel lines letting air bleed back.. The bleeder in the banjo bolt above the filter should be opened to prime the filter. Once fuel comes out of that bleeder, then pump another 20-30 strokes to push the air out of the injector pump. You can hear the overflow valve buzz as the air goes through and then it will go silent as its pure fuel.

Its not typical of these lift pumps to just quit. They get weak, but don't just die as they are a piston pump.

And IIRC the P7100 pump does not have a gear pump in it like the VE/VP44.

It's very common for someone to bind, unplug or damage the fuel shutoff while doing a fuel filter change, We should check that first....

my primer dont work very well on my 91. it is a standard so i get someone to pull me in gear and it will prime it up. i do my tractors this way too. it takes a while if you got a lot of air but i never seen it not work but if your truck is auto it wont work
