97 DT466E troubles

97 DT466E troubles
I'm doing some custom wrenching for a local transport company, and they have a IH 4900 with a DT466E... Build date Aug 1997
So here's the story I heard on it
It was way low on power but sounded good, a shop said it was the HPOP, they parked it a while, batteries went dead, they charged them up, and it started up, he drove it around the parking lot and accidentally stalled it, never fired up again... This is what I know of the history of it... the #5 and #6 injectors were recently replaced as well.
I cracked the fuel bowl drain, and used the hand primer, lots of fuel, filters are recent too.
Went around troubleshooting, and found the 5A engine fuse blown, replaced it and it blew right away, only thing left I had was a 8A breaker, put that in and it didn't blow, it didn't fire up either.
so I took the wiring harness off the ECU and now the fuse wasn't arcing when I put it in, so I'm going to guess the ECU is dead? Perhaps they reverse polaritied the charger or jumper wires and fried it?
So I'm going to go out on a limb here, and say the ECU is dead, and the lack of power is the HPOP taking a dump?
Any other ideas?
