Default Need help... P0088 /P0251

I have a 2003 5.9 cummins and I've read the forums till my eyes are about to fall out, I'm stumped? My truck starts fine but has a loud high pressure sound and when I start driving it, it Boggs down at around 40mph.. I have replaced the Fca, changed out the fca connections ,tested the connections,changed the fuel pressure sensor, rail pressure valve, fuel filter? The only things I have done are change the cp3 or the cam positioning sensor.. Don't really think it's an injector cuz it doesn't smoke and starts great... ?? Can I get some suggestions?? Any1 had these codes...? Please help ...??

P0088-FUEL RAIL PRESSURE SIGNAL IS ABOVE MAX LIMIT

P0251-CP3 PUMP REGULATOR CONTROLPossible Causes
FUEL PUMP
(K604) FUEL CONTROL ACTUATOR DRIVER OPEN
(K65) RETURN CIRCUIT OPEN FROM FCA TO ECM
(K604) FUEL CONTROL ACTUATOR DRIVER CIRCUIT SHORTED TO EXTERNAL VOLTAGE
(K65) FUEL CONTROL ACTUATOR RETURN CIRCUIT SHORTED TO EXTERNAL VOLTAGE
(K65) FCA RETURN CIRCUIT SHORTED TO (K604) FCA DRIVER CIRCUIT
(K604) FUEL CONTROL ACTUATOR DRIVER CIRCUIT SHORTED TO GROUND
(K604) FUEL CONTROL ACTUATOR DRIVER CIRCUIT SHORTED TO ANOTHER CIRCUIT
(K65) FUEL CONTROL ACTUATOR RETURN CIRCUIT SHORTED TO ANOTHER CIRCUIT

More than likely your PRV "Pressure relief valve" is worn out
