Fuel leak need help

Fuel leak need help
Ok so after my powerstroke bout drove me nuts I got this 99 24 valve its a 2500.Well Im pleased with her all but 1 Thing.When I brought her home we smelled fuel.I first thought it was from the fuel bowl but upon further inspection it was not. I took it on another ride and could smell fuel in the cab.When I made it back home I opened the hood and saw what I snapped in the pic.
I'm new to cummins can't really tell what's going on.I know the pic's don't really show alot.But anything would help.I had planned on getting her on the road this week.Any ideas. I don't think it could be anything too serious atleast I HOPE.When I 1st bought the truck I had to get ahold of the original owner (not the seller) because of a title issue that I had luckily he took care of me&when I asked about the fuel leak he said not sure something about he thought he saw a rubber line where a metal line needs to bo.
He also say's if you park it down hill you have to prime it.idk what he meant by that & he's not a big talker.Well any help I'd be great full for . Thanks in advance.
