Systemic Fuel Issue

Systemic Fuel Issue
For years now my 1990 12v 5.9L Cummins dies while driving. Symptoms are always the same: engine get starved of fuel and grinds to a stop. Sometimes is starts right back up, but more and more I have to get it towed back to my garage to again figure out what might be wrong. Here's all I've done so far.
- replaced fuel solenoid valve
- replaced all electrical leads going to fuel solenoid valve
- checked for solid electrical connections to fuel solenoid valve
- checked for any kinks in fuel line
- replaced both fuel filters (engine and larger two stage)
None of these have solved the problem.
If it was the fuel pump the truck would never start again or injectors for that matter. This issue only began after I had a new fuel pin (+40hp) and governor spring (3,200rpm) installed. Or maybe it's just that the engine is now 30 years old and prone to failure like this.
What am I missing here???!!!
