Default No fuel problem

A couple months ago I went to start my cummins and it would start for a sec and chug and couple times then shut off. The fuel gauge was almost on e so I went got some fuel still with the same problem but now it don't even start. So I pumped the primer quite a few times and loosened a couple injectors but still not getting fuel. So I just towed it to the shop and they replaced fuel filter then determined it was the lift pump and the fuel module wanted $1100 to replace and said that might not fix it may be injector pump which only is $2500 which I don't want to stick that kind of money into it. Is there any way to check the injector pump to make sure it's ok before I go replace the fuel module and lift pump? I figure you can't but worth a shot. This is my first diesel so I don't know much about them.
